The DESPRO is Successfully Implementing 9 Projects on Water Supply to Countrymen in Poltava Region

As a result of the implementation of 9 projects (in the amount of UAH 12.0 million) more than 7 thousand countrymen in Poltava region will get access to drinking water. Three projects have already been completed and five more are ready for completion. This was, in particular, discussed at the meeting of the Regional Supervisory Committee of the "Decentralisation Support in Ukraine" DESPRO Swiss-Ukrainian project, with the participation of First Deputy Head of the Poltava Region State Administration Andrii Pisotskyi and Deputy Head Oleh Pruhlo.

They indicated to positive trend of 12 amalgamated communities which got the ground for the implementation of the DESPRO projects and strategic vision for the improvement of infrastructure, the solution of social matters and development of their territories within the framework of the decentralisation reform. In particular, Mr. Pisotsky drew attention to the necessity of preparation of better quality projects, and, currently, the staff is being trained accordingly.

Also, the experience of already implemented projects and plans for the future regarding cooperation in Poltava region were discussed. 

Vyacheslav Sorokovsky, the Project Expert for Decentralisation and Public Services told about the DESPRO's vision and approaches. In most cases, the DESPRO handles financing of community projects up to 40%, whereas the budget priming comprises more than half of funds. In the Myrhorodskyi region, the current project is financed on the 50/50 basis amounting to UAH 3.0 million. The DESPRO plans to launch an on-line training course to follow up the community from the idea to the project implementation.

In addition, there is a possibility to develop design documentation and obtain subventions from the state budget for drinking water supply in rural districts. It is possible to have several communities joined in the projects.
