On 16 February, the discussion was held in Krasnokutsk regarding the necessity of amalgamation. The event was carried out with the support of the DESPRO Swiss-Ukrainian Decentralisation Support Project in Ukraine and with the assistance of Krasnokutska Rayon State Administration and the Centre for Local Self-Government Development in Kharkiv Oblast.
Ukraine has to gradually abandon the planning of waste management on the basis of administrative division and transfer to integrated solid waste management system operating on the principles of inter-municipal cooperation. Such approach is stipulated in the National Strategy of Waste Management in Ukraine until 2030. It was said by Head of the Department for Territories Improvement and Municipal Services - Director of Office for Solid Waste Management Ms. Luidmyla Poltorachenko during the round table discussion "State Sectoral Policy in the Context Decentralisation" held within the framework of the Forum of Partners of the DESPRO Swiss-Ukrainian Decentralisation Support Project in Ukraine that took place in Kyiv on 10-11 October.
On 15 February, Deputy Head of the Luhansk Oblast State Administration Vadym Danielian had a meeting with representatives of the DESPRO Swiss-Ukrainian Decentralisation Support Project in Ukraine: Director Juerg Christen, Experts Vyacheslav Kozak and Vyacheslav Sorokovsky, and Program and Legal Associate Yulia Lokshyna. During the meeting, the prospects of bilateral cooperation to support power decentralisation process in Luhansk Oblast were discussed.

The strategy of Vinnytsya Oblast has been discussed and landscaping has been launched
On 10th October 2013 the workshop took place in a Conference Hall of Vinnytsya rayon council. Main topics were: rayon landscaping and Strategy of Vinnytsya Oblast regional development for the period up to 2020. Workshop was attended by following people: O. M. Shevanyuk, Vinnytsya Oblast council head deputy; S. K. Shcherbaty, head of rayon council; V. M. Anikeyenko, head of rayon state administration; heads of rayon state administration departments, units and services; heads of departments, units and services of Vinnytsya rayon; village heads and secretaries.
By the moment 26 meetings of regional/oblast councils and more than 8 865 other events have been conducted in 490 rayons, in 178 cities of oblast subordination and 280 towns of rayon subordination, including 8 000 village councils.
Ivano-Frankivs’k Oblast is a candidate for participation in the Third Phase of Swiss-Ukrainian project “Decentralization support in Ukraine” (DESPRO). It was announced to-day at the meeting with Head of Oblast State Administration Mykhailo Veshyvanyuk by project experts, who are currently in the area.

Small towns raised the issue of solid waste management with UNDP support
VII Annual Conference of small towns of Ukraine was devoted to Solid Waste Management and Implementation of Inter-municipal Cooperation. This topic is dramatically relevant for all tows and locations of Ukraine because only 75% of country population is covered with services related to household waste transportation. In rural areas this figure is only 30%.

652 Representatives from 22 Countries Took Part in Economic Forum in Truskavets
LVIV – KYIV. 15th October. UNN: according to Mr. Mykhaylo Tsymbalyuk, Head of Lviv Oblast State Administration words, 14th through 15th October representatives of 22 countries, including USA, Germany, Russia, China, Canada, Italy, Switzerland, Kazakhstan, Georgia and Island participated in XI International Economic Forum “Economic Integration – National Priorities” that took place in Truskavets. Total number of participants was 652 persons. Information was provided by UNN correspondent.
“It is especially important this year that International Black Sea Economic Forum becomes the platform for Ukraine to enter Black Sea region. The issues we’ve discussed are really essential not only for Crimea but for Ukraine and the whole Black Sea basin. It is a common ecosystem, the areas we are developing – tourism, agribusiness,” – said Deputy Prime Minister.

Activity of village communities in Sumy Oblast results in their ideas’ financing
New forms of population self-organization are successfully implemented in Sumy Oblast. As “SumyInfo” («СумыИнфо») writes, this work is especially active in countryside.
If only a few years ago civil society institutions were discussed as nonsense, today they became an integral part of a community. Village communities are especially active. In Sumy Oblast, one can see rural communities that, not waiting for pointers “from above”, are actively working in the field.

State/national grants for municipal initiators
All-Ukrainian Call for proposals on projects and programs on local self-governance development was initiated in 2002 by the participants of municipal movement. In October 2002 in was announced by Decree of the President of Ukraine. Relevant governmental decisions were approved.
