Ongoing discussion of the Concept of local self-governance and territorial structure of power reforming in the regions of Ukraine
Minregion, Oblast, Kyiv and Sevastopol municipal state administrations, local self-governing bodies and their associations, State Fund for local self-governance in Ukraine, Coordination Council for civil society development under the President of Ukraine, regional councils for cooperation between local executive power and local self-governing bodies have organized a discussion of the Concept of local self-governance and territorial structure of power reforming in the regions of Ukraine. It was developed to implement national Action Plan for 2013 related to the Program of economic reforms for 2010 – 2014 “Prosperous society, competitive economy, effective state”, approved by the President of Ukraine.
By the moment 26 meetings of regional/oblast councils and more than 8 865 other events have been conducted in 490 rayons, in 178 cities of oblast subordination and 280 towns of rayon subordination, including 8 000 village councils.
Printed mass media provided the Concept’s draft; local radio and TV conducted thematic discussions.
Besides, information on socio-economic survey of existing administrative and territorial units of basic level, provided by the regions (one per region), preliminary calculations of budget expenditures, funds necessary for improving of infrastructure (related to possible unification of territorial communities) as well as data on preliminary calculations of budget costs and funds necessary to ensure state support to cooperation between territorial communities, etc. are processed.
