The strategy of Vinnytsya Oblast has been discussed and landscaping has been launched

On 10th October 2013 the workshop took place in a Conference Hall of Vinnytsya rayon council. Main topics were: rayon landscaping and Strategy of Vinnytsya Oblast regional development for the period up to 2020. Workshop was attended by following people: O. M. Shevanyuk, Vinnytsya Oblast council head deputy; S. K. Shcherbaty, head of rayon council; V. M. Anikeyenko, head of rayon state administration; heads of rayon state administration departments, units and services; heads of departments, units and services of Vinnytsya rayon; village heads and secretaries.

The meeting was opened by V. M. Anikeyenko, head of rayon state administration who told the audience about the progress report, which was presented in Oblast state administration on 7th October 2013. He said that I. M. Movchan, highly appreciated the results achieved. Still, further tasks and objectives need joint effort to be fulfilled.

V. B. Shihel, deputy head of rayon state administration reported on preparation for winter. He noted that it was necessary to ensure preparatory activities in all localities. It was recommended to involve into landscaping not only village councils but deputies, executive committee, representatives of education, medical and cultural sphere, labor groups and farmers. He stressed that road services will not cope with territories beyond the settlements (roads, road sides) by themselves. All roads are divided into zones; for each zone the head is fixed. On the progress, if possible, one should report daily, but not less than twice a week (Tuesday and Thursday). Besides, it was announced that 11th October 2013 would be “All-Oblast subotnyk”.

M. V. Lyashkevych, director of communal enterprise “Salang” of Vinnytsya rayon council also reported on landscaping. He briefly informed on enterprise’s activities with a focus on waste disposal. He appealed to village heads to make agreements on waste disposal so that the process would be organized and efficient.

Second, equally important topic of the discussion was the Strategy of Vinnytsya Oblast development for the period up to 20012. L. A. Zemeleva, deputy head of rayon council reported on the issue. She said that rayon council has developed an Action Plan on Oblast strategy discussion. Drafts of the Strategy are posted on Oblast council and rayon council web-sites. Strategy’s discussion at Oblast level is planned for 19th October 2013. By that moment all propositions are to be collected, for every territorial community is to be heard. She informed that, by the moment, they have the propositions submitted by permanent commissions of rayon council. Still, the propositions from territorial communities are been waiting.

Besides, L. A. Zemeleva reported on village councils’ participation in different Calls for proposals during 2013. She paid attention to the fact that to-day every territorial community was able to take part in Calls for proposals and grants and win funds for territorial communities’ development. Currently, one can pass distant training on project development/drafting conducted by Swiss-Ukrainian project “Decentralization support in Ukraine” (DESPRO). Every village council can register for it by 10th October 2013. Training starts on 15th October 2013. She emphasized the importance of the issue and asked village heads to pay more attention and responsibility to projects’ and grants’ development.

More details about the participation in the grant projects for village councils within the period of October-December 2013 were presented by representatives of the Resource and information center for community development "Communities of Vinnytsya Oblast" O. V. Rehesha and   V.P. Tkachuk, who also conducted a small master class "Requirements for grant projects

They said that they provided consultative assistance during the project drafting and its further implementation. Most interesting project topics were presented. Information on projects and grants is updated weekly on the web-site of Resource center. In conclusion, representatives of Resource center appealed village councils to co-operate with community organizations, because these are CO/NGO that work mostly with the grants. Larysa Vasylivna Mykytyuk, head of financial department of Binnytsya rayon state administration reported on the progress of local budgets during 9 months of the current year and their provision for 2013. She highlighted the main challenges and appealed to use all possible reserves to meet the budgets in accordance with yearly results. By the moment, only 3 village councils met/fulfilled the annual budgets.

Lina Viktorivna Melnychuk, head of economic department of Vinnytsya rayon state administration said village heads that it was time to start developing the programs on settlements’ social and economic development for 2014. She emphasized the major sections that should be included into programs of social and economic development so that it was not a pure formality, but a program with a clear planning, realistic problems and measures to address them.  The program consists of an introduction and four chapters, i.e.:

First Program Chapter: assessment of rayon social and economic development and analysis of main economic indicators of rayon social and economic development.

Second Chapter: goals, objectives, priorities and tasks for 2014.

Third Chapter: provision of environment necessary for further social and economic growth of all sectors.

Each Chapter includes the following: current situation assessment, goals and objectives for 2014, expected results, risk analysis and possible interferences.

The Program on social and economic development of territorial communities for 2014 should include all activities/directions, which will be implemented and funded from village budget during 2014.

Volodymyr Viktorovych Koval, head of registration service of Vinnytsya rayon justice department reported on the establishment of the program on state registration of civil status acts by executive committees of village councils.

Oleg Mykolatovych Yaremchuk, head of the department for legal council’s operation, communal property and consideration of citizens’ appeals to executive apparatus of rayon council, informed the village heads on the progress of the Law of Ukraine “On access to public information”. He paid attention to the fact that breaking the Law and/or its norms can result in administrative and/or, in some cases, in criminal penalty.

L. A. Zemeleva, deputy head of rayon council informed village heads that during pre-schools’ review they’ve found violations regarding the statutory documents. Because of the above, she requested the audience to bring statutes of pre-schools in accordance with new Law of Ukraine “On pre-school education”.

In conclusion, V. M. Anikeyenko, head of rayon state administration, wished all the successes to the audience and highlighted that a lot has been already done, but, still, there were many new objectives and tasks. They can be achieved only in case of joint efforts of rayon state administration, rayon council, village councils and all Vinnytsya rayon representatives. So, it’s time to work…
