From the beginning of the new year, Novosanzharskyi Rayon will transfer to separate waste collection. However, not entirely - only the first five village councils and Novosanzharska Town Council will transfer.
It was informed so by Chairman of Novosanzharska Town Council Mr. Serhii Bulbakha during the meeting of the Poltava Oblast State Administration collegium.
He noted that a pilot project on the introduction of a common solid waste collection system, with the simultaneous introduction of separate collection, was launched in the Rayon this spring. The residents of Novi Sanzhary started their activities from changing the public spirit and "re-educating" residents rather than from the placement of containers, and in this connection they popularized the idea of waste sorting still at home as it is done all over the Europe.
- Based on my personal experience, I can say that it is very difficult to re-educate people, Serhii Bulbakha commented. - However, with the assistance of our partners from the "EcoLtava" non-governmental organization and German experts from the DESPRO Project and GIZ, we found a working element of influence - children should be engaged in the process. Only relying on the assistance of pre-school and school age children, you can habituate adults to sort waste still at home.
Moreover, the Rayon authorities applied an incentives mechanism as well. Thus, there was announced a competition of village councils in which, starting from 1 January, the first logistics scheme of separate waste collection was introduced. The village council who was first to enter into the critical number of waste disposal agreements (so that the removal is not unprofitable) would get UAH 30 thousand as a bonus for the purchase of equipment for a sports-ground or children's playground.
There was also an incentive for those residents who would be first to enter into the waste disposal agreement and bring a friend, that is, persuade his/ her neighbours and relatives. The first 10 signatories would get plastic containers for sorting waste at home.
- I thought it would be hard to persuade my fellow countrymen, however people responded very actively to such proposals, the Chairman of the Novosanzharska Rayon State Administration says.
Also, from 1 January, the first logistics scheme of solid waste collection is to be launched in the Rayon, with the engagement of five village councils and the town council in Novi Sanzhary. As of 1 June, 16 village councils will be engaged in the waste collection. And as of 1 January 2018, the entire Rayon, that is, 29 village councils and the town council will sort waste in a civilized way.
Regarding the solid waste landfill in the Rayon, it complies with all requirements and standards, which fact is confirmed by a full set of technical documentation executed. Its capacity is to cover many years ahead. But Novosanzharskyi Rayon became a party to the memorandum regarding the implementation of the sub-regional solid waste management strategy. Also, now they are working so that the landfill can be used in two or three years as a sorting and reloading station from which the waste will be taken to a waste recycling plant.
