The first International Scientific Conference "Distance Education (eLearning) Technologies in Modern Public Personnel Policy" was held on 26 May 2011 at the National Academy of Public Administration under the Office of the President of Ukraine (NAPA), assisted by the Swiss-Ukrainian Decentralization Support to Ukraine DESPRO Project.

The purpose of the Conference was to familiarize the participants with the most modern teaching methods using information and communication technologies (ICT) that ensure the maximum dissemination of the experience of the National Academy of Public Administration under the Office of the President of Ukraine and partner organizations in the area of scientific and practical issues of distance education (eLearning).

During the plenary session the participants shared their experience, discussed problems, determined the prospects of use of the innovative educational technologies and the ways to further improve their work towards management training. They also discussed the development of the "Knowledge portal to optimize decision-making by local authorities and local self-government" - a joint NAPA - DESPRO project.

Within the framework of the Conference, its participants held a master class on creating electronic manuals in Adobe Captivate as well as on organizing and using webinars in eLearning. In the lobby of the National Academy, all comers had an opportunity to get acquainted with the exhibition of advanced information technologies in the area of eLearning.

According to the results of the first Scientific Conference, a number of recommendations have been developed, the in-depth analysis of existing problems has been made, and new approaches to their solution have been formulated.

The Conference was attended by the representatives of the Presidential Administration of Ukraine, the Cabinet of Ministers of Ukraine, central and local executive authorities, Swiss-Ukrainian Decentralization Support to Ukraine DESPRO Project as well as by students and graduate students of the Academy.
