Andriy Artov, DESPRO expert, summarized the results of 2^nd ISWM step and presented the analyses of stakeholders’ attitude to implementation of ISWM plan and events on reducing the risks of stakeholders’ participation in a planning process.

 

Olena Sas, DESPRO public relations specialist in cooperation with Olena Ursu, MGSDP expert in the sphere of self-government and sustainable development presented the Concept of Information Campaign as well as phases of communities’ informing and participation in ISWM step-by-step planning process.

 

We’d like to remind that optimal model of solid waste management has been developed within the framework of unique for Ukraine pilot project on enter-municipal cooperation. To implement the innovative project, the Parties agreed on step-by-step planning process of SWM in Tulchyns’ky rayon. It includes the following steps:

Step 1: Mobilizing the planning process with participation of main stakeholders, i.e. communities; identifying stakeholders’ functions and responsibilities.

Step 2: Identifying and collecting the basic data re waste (current situation and tendencies), its composition, processing market and ISWM model.  

Step 3: Creating the planning structure. Planning structure is the concept aimed at the support of process participants, understanding the environment and identifying the key issues of long-term planning. 

Step 4: Identifying and estimating the options of structure’s elements.

Step 5: Developing SWM strategy while taking into account the selected SWM model.

Step 6: Developing the Action Plan, ensuring the events and contracts, decision-making phases.

Step 7: Implementing the Strategic Plan.

 

Currently, the workshop participants entered into Step 3.
