Mrs. Oksana Garnets, Project Senior Coordinator in Ukraine and Mr. Vyacheslav Tolkovanov, Head of National Agency, agreed on cooperation in the following spheres:

·        promoting modernization of public servants professional training and building capacity of regional centers for civil servants training and re-training;

·        promoting the capacity of public servants and local self-government officials to plan and implement the projects on decentralized public services provision as well as to plan, finance and coordinate the efficient public services grounding on direct involvement and innovative approach;

·        facilitating the establishment, operation and development of Resource and Methodical Centre for public service and local self-government;

·        promoting further national policy development in the sphere of public service and local self-governance, reforming legislation of Ukraine on public service and local self-government, incorporating scientific findings on human management development, personnel’s training and re-training into state and local self-governing bodies’ operation.

Cooperation between National Agency and DESPRO will become a bridge to obtaining by Ukraine the Swiss experience in the sphere of public administration, provision of decentralized public services by local self-governing bodies as well as professional training and retraining of public servants and local self-government officials.

Decentralization and communities’ involvement are important aspects of European understanding of democratic governance, which Ukraine formally joined after ratifying in 1997 the European Charter on Local Self-Governance.
