Besides plenary, Winter School lecturers used other training tools, i.e.: simulation games, group work, etc. Such an approach resulted in active participants’ involvement, effective discussions and presentations.

First Winter School for village and small town heads has been established due to DESPRO and All-Ukrainian Association of village and settlements councils support
On 15th February 2013 First Winter School-2013 was launched in Zakarpattya Oblast. Its topic was “Local self-governance basics as integral part of local and regional development”. School was established by Swiss-Ukrainian project “Decentralization support in Ukraine” in cooperation with All-Ukrainian Association of village and small town councils. It is the first phase of a comprehensive program aimed at training and practical education for village and small town heads of Ukraine*.
Three days Winter school was attended by more than 30 village and small town heads from different Oblast of Ukraine. Legal issues related to local self-governance system operation, territories planning and construction of settlements, effective use of territorial communities’ lands, application of anti-corruption legislation, distribution of responsibilities between executive and legislative power were discussed.

First Winter School became an effective mechanism for ideas and experience exchange among local self-governance practitioners and a good beginning for comprehensive program aimed at training and practical education for village and small town heads of Ukraine.

Topic of Summer School-2013: Role of local self-government bodies in attraction of investments into territorial communities’ development”.
In between Winter and Summer Schools training courses on demand will be conducted, including online eLearning, seminars and round tables. Training courses will be aimed at following:
· To deepen theoretical knowledge and improve practical skills of village heads related to local council operation in cooperation with executive power and non-governmental/community organizations.
· To improve management skills and approach of village head who is an effective and efficient manager in the sphere of territories’ planning, construction of settlement and effective use of territorial community’s lands.
· To explore different approaches of village and small town heads to solution of disputable and conflicting issues, improvement of management strategies related to municipal government and application of certain legal instruments.
· To form a vision related to planning and factual filling of budget and resources accumulation necessary for local development.
