On April 1, 2015 an on-line videoconference with the participation of the association leaders DESPRO, oblast’ councils and oblast’ state administrations was held. The main issue under discussion was the collaboration between Ukrainian association of raion and oblast’s councils collaboration with Swiss-Ukrainian project “Support of Decentralization in Ukraine DESPRO», under the agreement on the implementation of the project “Creation of the nation-wide network of video conference communications”.

Videoconference was led by the head of the Ukrainian association of raion and oblast’s councils, the head of Kharkiv oblast’ council S.Chernov.   «Due to the nation-wide network of videoconference communications” we get the opportunity of discussing legislative initiatives aimed at reforminglocal self-governance and territorial organization of power in Ukraine, proposed by the central executive bodies, people’s deputies and experts. It becomes especially timely because of the limited time-frame for the submission of the drafts of the legal and normative acts” – the Head of Association Secretariat Yu.Andriychuk said in his presentation.   

The issues of the new government regional policy in Ukraine and opportunities for the regions were also discussed. This issue is related to the passing of the Law of Ukraine “On principles of the governmental regional policy” passed by Supreme Rada and its practical implementation. The deputy head of the UE project “Support of the policy of the regional development in Ukraine”, expert on regional development management Yu.Tretyak informed the participants of the videoconference about legislative support of the state regional policy, planning of regional policy  at national and regional levels, and state fund for regional development  in 2015, 2016 and further on. The participants of the videoconference expressed the wish to hold such conferences on the current issues of the local self-governance, and underlined the timeliness of the implementation of the Law of Ukraine “On voluntary associations of the territorial communities”. Summing up the videoconference results the head of the Ukrainian association of raion and oblast’s councils, the head of Kharkiv oblast’ council S.Chernov stressed the importance of communicating and familiarizing the communities with the highlights  of the local self-governance reform as a precondition for its successful implementation. He also mentioned that the schedule for on-line videoconferences with dates and issues for discussions will be prepared.   They will be synchronized with actual events organized by the Association.
