Delegation from the Luhansk Region Familiarised Itself with the Experience of Decentralisation in the Poltava Region

On 25 July 2016, within the framework of the "Let's Change the Country Together! Decentralisation: New Opportunities" project, representatives of Luhansk Oblast had a number of meetings with the leaders of Poltava Oblast and local self-government bodies.
First Deputy Head of the Poltava Oblast (Regional) State Administration Andrii Pisotskyi and Chairman of the Poltava Oblast Council Oleksandr Bilenkyi came to communicate with the guests at the premises of the Poltava Oblast State Administration, in addition to a few dozens of representatives of the local self-government in the Poltava region.  
Andrii Pisotskyi, among other things, noted:  "The process of decentralisation in Poltava is going on rather dynamically. Yet in June of 2015, the long-term plan providing for the establishment of 60 amalgamated territorial communities in Poltava Oblast was approved at the session of the Oblast Council. By the end of the same year, 12 communities were established, and in this year, two more communities have already held elections and obtained the official status. The forecast for 2016 is that nine more communities will be established. I may say that the administrative-territorial system we have had in the previous 25 years and which, in fact, was the Soviet one, now is sweepingly changing. On the background of these changes, the most efficient communities increase their resources. And we propose that everyone follow these leaders".

Roman Kosynskyi, Deputy Head of the Luhansk Oblast State Administration, in his turn, greeted the Poltava region inhabitants: "Poltava Oblast has much to share in terms of experience, and it was not by coincidence that we have come in the first place precisely here to get knowledge. And it is twice as pleasant for me to see audiences of these two Oblasts in the process of experience sharing because I myself was born in the Poltava region".
Chairwoman of the Omelytska ATC Oleksandra Sheremetieva emotionally commented one of the issues: "The newly-born communities grow like small children. And when imposing requirements on them we should keep in mind that a few months period is quite short to yield fantastic indicators. The fact that a community is growing and developing is the result already! And the success will come, take my word for it!"
After a short tour around the centre of the city, active discussion in the hall of the Oblast State Administration, the guests went to the Bila Tserkva ATC where its Chairman Ivan Vasyliovych Leshchenko, together with three headmen, made a short but rather informative excursion into the historical domain of their community development and told about the management decisions they had to make to achieve success.
Thereafter, the representatives of Luhansk Oblast went from Bila Tserkva to Vinnytsia Oblast.

The all-Ukrainian project "Let's Change the Country Together! Decentralisation: New Opportunities" started on 25 July 2016.   The event was initiated by Yurii Harbuz, Head of the Luhansk Oblast State Administration, and supported by the DESPRO Swiss-Ukrainian Decentralisation Support Project in Ukraine. Its objective is to study positive examples of decentralisation in Ukraine and share the experience of development of rural areas in the course of a one-week tour from East to West of Ukraine. The participants in the project will include village heads, representatives of the amalgamated territorial communities, Rayon (District) State Administrations, city mayors, leaders of Luhansk Oblast (Regional) State Administration. During the tour, they will go all over Ukraine, visit the amalgamated territorial communities in Poltava, Vinnytsia, Khmelnytskyi, Ternopil, Lviv, and Zakarpatska Oblasts (Regions) and will have an opportunity to adopt experience of those communities.
