The reform won't be stopped, even under the nation-wide quarantine!

With DESPRO support, a series of online discussions was held over the past few days, on the topic of new sub-regional level administrative structure formation.

The discussions were initiated by the Ministry of Communities and Territories Development and the Committee of State Power, Local Self-Government, Regional Development and Urban Planning of the Verkhovna Rada of Ukraine. Members of Parliament, experts, representatives of all regional state administrations and associations of local self-government took part in the dialogue.



“In the process of forming new "counties" (sub-regions), it is important to remember that they are created solely for the purpose of organizing state executive power on the ground. These will no longer be areas where people need to go for services: administrative, social, medical or other. We outsource all services to the level of sustainable communities. There will be only services in the districts that will coordinate the activities of the state bodies, so for an average citizen there will be nothing to go for at the regional level, ”Deputy Minister of Community and Territorial Development Viacheslav Negoda said at the beginning of the dialogue.

As a result of these discussions, regional state administrations should prepare final proposals that will form the basis of the draft Law on sub-regional level administrative and territorial structure.
