State/national grants for municipal initiators

All-Ukrainian Call for proposals on projects and programs on local self-governance development was initiated in 2002 by the participants of municipal movement. In October 2002 in was announced by Decree of the President of Ukraine. Relevant governmental decisions were approved.

According to Call’s for proposals authors, it should facilitate “awaking” and support to local initiatives on finding the most effective ways and methods of local development problems. Main Call for proposals idea is to provide local self-governing bodies with possibility to solve, first of all, the challenges of territorial communities, which are not able to deal them without financial support from outside. Secondly, it concerns plans, which will serve for implementation of local initiatives and programs on territories’ social and economic development.

Centre, as educational institution, does not stand apart from the issue. It was stressed by Tetyana Lytvynenko, Centre’s director, Olga Moisik, head of its training and methodical department and Ivanna Sokha, methodist, at the opening of short-term seminar “Strategic planning and project management”, commissioned by Oblast Council and initiated by village heads.

During three days, 19 through 21 February 2013, trainees had an opportunity to work over their projects and obtain practical assistance related to their drafting. Trainers involved: Iryna Prus, deputy head of Budget, economic policy and project management Department of Executive apparatus of Oblast Council; Anatoliy Banera, deputy director of Volyn regional centre for investments and development (VRCID); Bohdana Kokhanyuk and Volodymyr Nakonechny, specialists of Volyn regional centre for investments and development.

 

Due to cooperation between Volyn VRCID and Swiss-Ukrainian project “Decentralization support in Ukraine” (DESPRO), trainees were provided with following manuals: “Project development and management in public sector: European dimension for Ukraine” and “Strategic planning of local development”.

 

Work with “Collection of information and methodical materials related to All-Ukrainian Call for proposals on projects and programs on local self-governance development” and “Best practices of municipal development in Ukraine” were also of great practical value for seminars’ participants.

 

In conclusion, Tetyana Lytvynenko, Centre’s director provided the trainees with Certificates.
